I don't know what is the norm for Pigmy hatch strap screw locations, however, the CLC instructions locate the screws in the shear clamp to give the screws enough wood thickness for the screws to grip. If a piece of wood is installed on the underside of the deck to provide backing and deck reinforcement, wood screws (or through bolts) can be located anywhere you want them.
