The tack is equivalent to stitch as a method to physically secure the panels close enough together so the epoxy (let that be glue/paste/putty/fillet or tape with epoxy) can penetrate and glue the panel permantently together.
'Tack' is as it said use 'thin nails' or staples to fix to the forms. 'Stitch' use thin copper wire/plastic ties to pull the panels together by physical tightening the joints.
