My Shearwater Baidarka has a fairly steep two-panel deck, with round, flush hatch cut-outs. I mounted the bungies on the underside of the deck, from webbing loops, using the same screws that hold the deck fittings.
The vector forces on the hatch lids pulls the hatch down evenly over its entire circumference. There is more tension on the bungies than I would get with straps and ladderlock buckles.
On the underside of the hatches, I have epoxied four plastic lacing-hooks, to catch the bungies. These have worked fine, so far.
On the underside of the peak of the deck, I have epoxied a further two lacing-hooks. With these, I can pull the bungies out of the way, while loading gear through the hatches.
