Hi Doug, It is possible to leave swirl marks with a RO sander,, but it's also possible to leave hammer marks if you don't hit the nail. Removing a large amount of material quickly without letting the sander do the work or not going to a finer grit can leave marks. Don't get a quarter sheet or other vibrating sander. Get a RO.
