If you're using an epoxy that blushes, first wash the sealer coat. Then just rough-up the surface - you don't want to sand down to bare wood or you'll get some color variation with the next coat of epoxy. I use a Scotch-brite pad to scuff the surface. If it snags, make sure you get all the green bits off before applying the glass. Once scuffed, wipe off the dust with a cloth damped with denatured alcohol. When the hull's fully dry, glass away.
