24" is a fairly common width for boats. many stitch and glue boats are about this wide. generally, wider boats have more stability.

the guillimot will be a bit more tippy than the design you mention although not looking at the plans I make my case. plenty of people have no problem using the guillimot.

I would think that either boat will be okay for you. the guillimot is a tighter fit though. you will not see many boats narrower than the 21" guillimot. because it is narrower it will be a bit quicker too and more efficient.
