Why remove the current bulkhead?

Add a new bulkhead with a very large bulkhead-hatch cutout between the current bulkhead and your cockpit. Mount your pump in this. It may be a bit awkward to get to, but this will give you a small storage space -- something like a glove box in your car. With two bulkheads so close together there will be some additional strength, but probably this is not a prime consideration. The additon in weigh is minimal.

If you are thinking of adding electrical items to your boat (running lights, GPS, weather radio) this would be a nice place to put the batteries.
