Larry,
I found that when I pulled the bungee tight across the hatch that the bungee diameter decreased enough to allow some water in.
Otherwise my leak problem was primarily warped hatch covers - which I hope to solve by remaking the covers (using wider brackets and better framing) and recessing the hatches.

Have you ever lost grip on the bungees while you were attaching them??? - I did it once when my cold fingers just missed the hook, the bungee snapped back into my other hand that was stabilizing the hatch cover ---- that's a sting you'll remember for a while!!
Maybe one solution would be to have 2 hooks on each side - then I'd be able to get a better grip on the center point of the bungee. I'm also tempted to tie the bungee off using a hole in the sheer rather than in the deck.

BTW - one good way of feeding bungee through a small hole is to pull it tight an then wrap in in tape -- holds the bungee at a smaller diameter.
