Jon, It certainly is not as strong as spruce or even pine, but since the primary function of shear clamps is to provide a gluing surface between the deck and the hull, I don't think that the slightly less wood strength is realy a concern. I would go ahead and use it. Since WRC is lighter in weight than pine and spruce, you might cut the shear clamps a bit bigger, but don't worry too much about it.
