I personally believe it is better to do all the construction work - cutting hatches, any above deck wood work, bulkheads, etc. before varnishing. Also it is recommended that the epoxy cure really well before varnish. The deck lines however, unless easily removed would make varnishing very difficult. One could paddle some without them but would be taking some safety risk (unless you can roll) and inconvenience.
