In the basic shape of the stern,there is an obvious discontinuity between the 'keel' and the stern. And your breaking strips are telling you that. So do one of either. 1/ as you are intending and strip 'up'(actually down) from the sheer and make no step pc. or 2/ Put in a stem pc just to that location only and make a break pt. and you have a lot of freedom to play w/ this stem.

You are actually in a better design position than others here w/ the guillemot, as there is no really obvious place to stop the stem pc there.

So be thankful, and go w/ the flow.
