Hi Tom,
If you apply vacuum, the opposite will happen. Any dissolved gas and microscopic air bubbles will expand because of the reduction in surrounding air pressure. The same effect can be seen in freshly opened soda or champagne - Bubbles arising from 'pinpoint singularity' (to human eyes at least). The big bubbles will expand and burst but there are millions of small ones waiting 'in the wings'. Viscosity reduction and careful mixing are the only practical solutions.
You can have real fun with vacuum pumps though - such as boiling water at room temperature or imploding marshmellows
