I once heard someone mention using a laser printer (xerox) to make a dark copy of the picture, then use a low heat iron to transfer the print to another surface. This may work because toner is nothing but thermoplastic mix with powder ink. The warm iron will remelt the plastic and tranfer to the new object.
I figure you'd need to tape the picture down really well so it will not move while you iron.
Better try it on a scrap before the yak.
