I also had no luck resizing in Excel. I imported into Freehand (any drawing software should work), deleted all the extraneous stuff (everything but the actual plot points), selected all, and used Freehands resizing tool to adjust to the proper size. Probably not the easiest way but it did work. I never did figure out how to arc the lines in Freehand though. Ended up doing that by hand (no big deal).
