These look too tiny to me. And an opportunity missed?
Say they were teetered together. Like a beam hinged between the pumps with rods to the diaphram of ea pump. Then both return springs could be thrown away. And say the teeter went over to each side. And say there was a release for each footpedal and each had a pushrod or rigid pedal continuation to the each end of the teeter. Pull the release, alternate your feet to pump. Get leverage, maximum efficiency(no fighting against return springs) and don't have to move feet.
Probably would look funny with the rudder waggling from side to side tho'.
