I have had good results with a Woodcraft tool called a "sanding star". It is about 4" in diameter, and works in a hand drill; VSR works best. Depending on the angle you work it, it will work anywhere inside the boat up to 1 foot or so from the stems. Where the contour flattens out, hold the drill more perpendicular. Woodcraft also sells curved cabinet scrapers that are terrific for finishing after the sanding star does the bull work.
