I was able to sand the cloth with no ill effects. All those raveling edge fibers get sanded right off, as well as feathering into the bias cut tape a 1/4" or so, and for me it all disappeared with the next fill coat.
When I first got instruction from my fiberglass buddy who had done it for 40 years, he said that is how it works, and I could theoretically put down a patchwork quilt of repairs and no one would ever see it. I did have to patch a quarter sized area on the hull where I sanded through the cloth, and all the fibers of both the original cloth and the patch are invisible - I cannot find the patch anymore. I have pics on my web site before, during and after the patching, and you can readily see the cloth sanded through during the feathering process - Then it disappears!
I used "Ding-All" epoxy, but I suspect it has as much to do with the cloth, which I got from Ding-All as well - - No idea whose brand it really is . . .
I have some small whitish patches on my interior glassing, but it was due strictly to wet-out, or lack thereof.
