painting or re-finishing guillemot?

My Guillemot is approximately 2 yrs old and getting extremely white/cloudy. I think this is due to using an inexpensive epoxy (Blem) and also because of lack of experience. I have since built a second kayak using the west system 207 with great results. I am considering the two following options
1-re-finish the kayak by sanding to the wood. Is this possible? What would be the most efficient way of doing this? Would I have to get to the bare wood and how much of the saturated wood would I have to sand? I'm assuming approximately less than a 16th of an inch.
2-or I can just paint the kayak, I'm not to crazy about this option.
