I have had good luck using velcro to hold down carved mini-cell seats. My boat has about 60 trips with this arrangement. The fuzzy side is glued to the hull with epoxy. Rough up the hull with sandpaper before you apply glue. The hook side is glued to the seat using several layers of contact cement. My velcro is the two inch wide variety.
