The sheer and deck all terminate at the same point at the tip of the stem molds so you that one. Plot in the deck and sheer heights for stations 0, 1 , 2 or 15 and 16 at the appropriate distance from the inside end of the stem forms and connect the dots. Use the measurements from the offsets for the stations, they are not in the stem offsets. Double check by putting the pattern for the station forms on the stem patterns, in the places they would actually go, and see if they line up. Use the 8 and 10 inch waterline to get them lined up correctly. The deck line on the stem forms can be cut a little shy to make sure the form doesn't get in the way, the sheer is going to follow your sheer clamps.

The offsets are for the outline of the forms and you do not need to deduct for the thickness of the hull.

Figure you will have to eyeball the whole set-up for a while and check for fair lines carefully with a batten, maybe altering or re-doing a couple forms. Look at the sheer lines in particular and make sure you like them.
