I used an oil-filled radiant heater in an unheated garage on a boat project in winter, and the power bill went up $100 that month. You might try hanging a 100W dropcord just under the hull. Since it's inverted, it will tend to trap the heat, at least enough of it to do the job.
Sidebar re: epoxy curing. You can mix up a cup of epoxy and put it in the freezer, where it will stop reacting. You can pull it out a year later, warm it up and it will continue to cure. It is strictly a time-and-temperature thing, there is no solvent evaporation component in common boatbuilding epoxies. It is unlikely that your garage would get cold enough to stop the reaction, but even if it did the cure would continue when the place warmed up. Full cure would just take longer. This condition may actually work to your advantage, extending the "green cure" window for application of later coats while still allowing chemical bonding between them.
