I have done this with enamal paint over epoxy. I then covered the painting with epoxy, sanded and put on the varnish with the theory that when I sanded off the varnish I wouldn'd sand off the painting. So far its lasted a couple of years and I haven't tested the theory. By a stoke of luck my art work also covered a blemish -- just coincidence I'm sure.
