Imagine someone taking a chopper gun and spraying a big wad of chopped up strand into a batch of resin. Then take that mess, put it in a can, and sell it for auto repairs. Also known as tigers hair. You use it just like you would plastic putties like bondo, but it adds strength (perhaps an illusion, but it's stronger then bondo). Not so good for detail work, as the strands won't go lay down well in groves and such, but very nice to use when you've glassed in a section and find you have a low spot, or want to fair the seam edges. Very good for rust repairs.
