You can apply the layers as you propose, but apply all fill the fill coats while the epoxy is still in the green stage. When it's sandable, then feather the ragged edge of your second layer as well as the rest of the boat. Then apply a final coat or two of epoxy before the final overall sanding. Rob described this in more detail in a recent post.
Another option is to place the second layer underneath the full layer. I did this for the first time with my current project and it sure is a lot less messy. Of course, you do need to heed the warnings of cutting through the outer layer of cloth while sanding, but it might be possible to put apply more epoxy early and eliminate double sanding. But for me, the big payoff was not having to deal with all those crazy frayed ends. What a mess they are.

: Am getting ready to glass the hull of a panache. Want to put a second layer
