Hi Joe

Are you talking about the average home style shaper, or a professional size shaper? They use somewhat of a larger cutter. Around 1 1/8" or so and turn at around 40,000 Rpm. You can still get those cutters from many suppliers, but, they are usually stacked with something else. In other words, there will be several cutting surfaces on each cutter. You just have to pick what you want and align it to the material.

The price you would pay for one of those cutters, you could take to the local Home Depot and buy yourself two routers and a set of bits.
