I also believe 4 oz is not enough. Course I guess it depends on what you plan on doing or subjecting the boat to.

I like George's ideas on less wood and more glass in light layers to ensure good epoxy glass ratios, and use a roller something I didn't have my last glass job. Also the extra layer of 4 oz to fair with is really strong instead of layers of plain epoxy.
