John, I had the same problem and after getting tired of chasing the disks all around the garage I ground off the loops on the sanding pad by running it hard on the concrete floor and have been spray gluing the disks on.

I've also been cutting my own disks from full sheet paper to save a few bucks. I get 2 disks and 2 rectangles for my rubber block sander per sheet of paper. I think this works out to about 10 cents per disk.
