I haven't experienced the kind of problem you describe, but I have replaced the hooks on my ROS a few times, switching from loops to self adhesive disks and back. Home Depot (for sure) carries a 2-pack of the self adhesive Ryobi H&L adapter disks for some modest cost (about $5, I think. If your ROS uses an 8 hole sanding disk, These adapters can be used with H&L disks, and they seem to work well - And, you can peel 'em off when you switch to the 500 bargain pack of self-adhesive disks!
