If you didn't notice them before you started glassing, the low spot probably aren't too low. I'd put some extra epoxy fill coats in that area and fair the epoxy rather than going down to wood. I had the same thing happen to me on the hull of my Outer Island. Extra fill coats took care of it.

ps. nice save on the outgassing. But on fill coats, I wouldn't expect to see them.
