I consider the designs mine regardless of how you obtain the lines. I think most people would consider it unethical to build a boat from a bootleg set of lines. I have in no way given up my rights to the design by publishing a catalog or for that matter a book containing the lines. Both the catalog and the book are covered by copyright, you can not even Xerox them without my permission except for fair-use reasons.
As I've said in other threads, scaling a design does not change it. The design still belongs to the designer even if you were to make it Titanic sized.
