I had similar problems when I put my reinforcement strips on the tail piece of my North Star. It is trapped sanding dust in small air pockets. I had to sand back down to this area and removed the small pockets with a small needle to get rid of them. I was told not to sand until I put on at least 3 coats of filler which I tried the second time but still had the white specks. Again I carefully sanded it down until I broke all the pockets, cleaned them and when I reapplied the epoxy I took the small needle and worked in the epoxy until the spots disappeared. Very much a pain. You can also try to pierce the pockets without sandingand work some epoxy in as this also worked for a couple stubborn spots for me.
