In addition to trapped dust, there is another possible explanation for white patches. If the epoxy is soft enough, scraping or sanding can result in smearing rather than cutting, or the generation of very small voids (perhaps even unbonding of glass fibers). When this has happened to me, waiting for a bit more cure has allowed the white areas to be scraped or sanded off.
