Pre-wetting the glass may make it difficult to handle. Instead he could try spreading a thick coat where he is going to put the glass and lay the glass in the resin. He can also try tamping the glass down with dabbing motions with tip of the brush. Trimming a 1/4" off the tip of a chip brush helps. This helps force the glass down into the resin below and is fairly effective at getting rid of bubbles although it does make a little bit of froth at the surface.
The surface froth will generally go away.
