There is an article on retrofitting a tab type rudder control on yr existing rudder system in the most recent issue of 'Atlantic Coastal Kayaking', but it's not on their website. The author is a big advocate of fixed foot braces. An easier alternative is also mentioned which alters yr rudder into a skeg which may be suit you better and would probably be enough to conquer the wind. The retractable skeg you could probably figure out yourself, all you need to do is make some arrangement to block the rotation of the rudder in the down position and then lock the pedal tracks.
