I'm not an expert but I have a lot of Record planes including the spokeshave you are referring to. They have a Web site (below) but the last time I checked it was of limited value. I would back the cap off the blade edge; it doesn't have to be that close (what 3/16" or more?). I haven't experienced that with my spokeshaves but the other planes will sometimes get clogged when I don't have enough blade showing and I don't get clean curls. You may also want to look at the angle of your blade's bevel; subtle effects can throw things off a little.
I find that most tools need a little tuning. I personally wouldn't hesitate filing the cap a little.
