Hey Mike
Paul got me to thinkin' again, and that's not easy for me, but, whenever I went to Baja to fish, we always took a few bars of a soap called " VEL ". It was in a pink wrapper. Don't know who makes it, but, It's about the only soap that we could ever find that would even lather up in the water down there. Way high in minerals. Other soapw would just get wet, soggy and float away. If it's mineral deposite, and it sounds like that is it, that may help you. It's very hard to find down here, but some of the cheaper stores, and Mom and Pop stores used to carry it. Hope that helps.
