When I moved to Arizona years ago, they had similar legislation. I moved here from Pennsylvania which did not require non powered boats to be registered unless used on State Park or Fish Commission waters. I had quite a few boats and it was an expensive proposition. A couple of years ago the registration requirement for non powered boats was rescinded, presumably in response to pressure from paddler organizations. There is hope.
