Attaching Guillemot footpeg rails

Can someone tell me the right height, in relation to the sheer, for the center of the footpeg rail on a Guillemot?
Also, looking through the archives I read a post about simply glueing the rail on using urethane adhesive. No bolts, wood blocks or holes. Has anyone tried this?
