Hi Steve,
The defect, unless real extensive, is mostly cosmetic. There is a very good chance that the blemish will grow as the kayak gets hot. If you wish to avoid this possibility then yes, you must sand off the glass and apply some more.
If you take care not to sand through the epoxy and into the wood you should be able to do this repair so it is virtually unnoticeable.

: glass in this area and replace it or it could get worse during the summer
: in the sun. It would be easier now due to fact I don't have the spray
: skirt lip in place yet to sand out these areas.
