Check your library for a copy of "Boats, Oars and Rowing" by Pete Culler, which has plans for a variety of oars and much wisdom on the subject of...well, what the title says. I think it's out of print, but you could check booksellers (originally published by International Marine Publishing) or a used book site like www.abebooks.com. I have used typical cheezy West Marine oars, good stuff Shaw&Tenney oars and oars I built based on plans in the book - it's well worth building your own, they just work better.
