You'll want to get the runs and bunps removed to the faired shape of the hull. If you leave a bump in the seal coat the glass cloth will follow the bump and form a high spot there. When you start sanding after your fill coats you will tend to sand through the cloth at these high points. I like to use a cabinet scraper to remove epoxy runs and sags, dust bunps and the hardened fuzz.
