I think it is both unnecessary and unfair. The vast majority of vessel registration fees go to the maintenance and improvement of power boating facilities of which yakers use very little of. If positive ID is desired why dont they issue a HIN to burn into the hull ( like all manufactured vessels since 1971) for a nominal one time fee per hull. I'm from Eugene and have plenty of taxes to pay already, I don't want one more in the guise of " for my safety".
