Cheap, low tech and very effective - a scraper. I like a Pro-prep model because there are a bunch of shaped blades available but there are several others that will work fine. If you keep it really sharp you can shave off wood quickly and cleanly pulling it on a slight angle with the grain. Across the grain you can really remove material fast, will ned some clean up, though. Might take a little practise but not hard to handle. Think key is to keep it sharp
