It's a line that runs along the keel, from the front bulkhead, where the pump is mounted, to under the seat--the lowest point in the boat--where the water is "deepest" and is sucked out.

It's simply one "corrugation" from a fiberglass "greenhouse" panel, epoxied along the keel line. The front end is epoxied to the footpump inlet. The back end has holes drilled in it for a strainer basket under the seat. It's tough enough to stand on, and occupies relatively little space.
