sheerclamp on the out side?

i'm working on a great auk kayak and what i what to do is put a (don't really know what you call it)a sheer clamp on the out side i guess, of my kayak so when i come to a dock or something it will not scarp the kayak. When do i put it on before or after the fiber glass?
