The amount of elasticity you would need is kinda hard to measure. What you want is something that will hold the weight of whatever you put in, without sagging so much that the stuff is in your lap. At the same time, your attachment points will affect where, and how much the netting sags.

With those ideas in mind, it seemed to me that you might just get plain, (un elastic )"net" material of the type used for athletic jerseys. It is also sometimes called mesh. Most every fabric store has this, but you may have to just take whatever colors they have on hand.

Prices vary. You'll probably find it for under $5 a yard. With 60 inch wide material, two feet (or 2/3 of a yard) should do you. With 45 inch wide material get a full yard. with the 60 inch material, cut it in half to give you two pieces 24 by 30, and sew them into a 30 by 48 inch piece.

Once you have the mesh fabric, sew in pockets (or sleaves or wide hems) that will take pieces of bungee cord. Use at least three pieces of ungee. The bungee cord then attaches to the standard hooks in your boat, and is far stronger than most elastic used in stretchable fabrics, so it will support the mesh and keep your gear off of your lap.

Bunch up the fabric as you insert the bungee cords. Depending on the beam of your boat, put 2 to 3 foot pieces of bungee in the 45 inch direction. As the bungees stretch, the fabric will unbunch a bit. If you have excess fabric you can always trim some off. Run the bungees from left to right, going across the inside beam of the boat. The length of this net will be about 30 inches , running form near the cockpit coaming forward to the bow. You can secure the ends of the net with bits of velcro.

Because this fabric is a knit, rather than a woven fabric, you wont have to do any hemming to keep the edges from unraveling.
