Or am I speaking a language that only I understand?

I don't think the TP and the "Pill Ply" have anything in common as to their function.
The TP is simply being used here to soak up excess resin in the layup.
The TP is removed imeadiatly while the epoxy is still wet.
Peel Ply can serve more than one function and is used in different ways to serve each function.
Peel Ply is typically used in vacuum bagging applications, however, it has been used in the homebuilt composite aircraft industry for years to serve the function as I have detailed in earlier posts (for application to secondary bonding surfaces on kayaks).
The composite aircraft developed by Burt Rutan for the homebuilt industry required some new techniques because the composite building techniques typically used in the aircraft industry are beyond the ability of most people who would be building in their garage!
Many bonding failures occur due to the presence of varying amounts of Amine blush and/or improperly prepared surfaces.
Check out more on the One Ocean Kayaks web site.

Only trying to help!
I don't know why this seems to be such a difficult concept?
