You certainly can adjust the dimensions of the mill creek or any other boat for that matter. Remember that every change has an effect wihich may be good or bad, it is your skill as a builder and judgement as a paddler that will dictate weather you get a good boat.
With S&G boats, you can scale the panels to get a boat of a different size. You may (within reason) scale the panel (boat) length differently from the panel width (boat width and depth.) Scale all the panels the same. If you do not scale the length too differently form the width of the panels every thing will still fit.
scaling the width by 1.5 and the length by 1.25 is ok but dont do something like scaling the length by .75 and the width by 1.5, you may run into trouble.
