If I remember right, the signal mirror sold as such has an aiming hole in the middle. It's set up such that you have to hold the mirror at the correct angle to reflect the sunlight to the target in order to see the target thru the hole. And it's a funny angle, I guess a split of the angle between the sun and the target.

But it's been a long time, and my memory has been altered quite a bit :)
