Some small 'ear bud' type "headphones" (they insert into your ears and don't have a head band) should fit inside roomy muff-type hearing protectors. While I haven't done this during shop conditions, I just tried this with my Sony ear buds inside cheap liquid-cushion hearing protectors sold for shooting and they fit just fine with no uncomfortable pressure points. The liquid cushions seem to seal well around the wires.
